THE CHIEF ARCHITECT INSTITUTION – ORADEA CITY HALL

Services, Documents, Necessary documents – Authorization forms, notices, approvals are solicited according to : Law 350/2011 with all subsequent modifications and amendments, Law 50/1991 republished, with all subsequent modifications and amendments, article 36 from Law 18/1991 republished, with all subsequent modifications and amendments, Order 839/2009 with all subsequent modifications and amendments, Order 2701/2010, City Council Decision 326/2007, City Council Decision 161/2011.    


Obtaining the emplacement and functioning authorization

  • Request form properly filled

  • Registration certificate or fiscal code ( copy)

  • urbanism certificate ( copy)

  • MUTAC ( Municipal urbanism and territory administration commission) approval – for emplacement and street furniture – including approved documentation

    • situation plan with  MUTAC  visa

    • furniture plan with MUTAC visa

  • lease agreement or convention for occupying a public place

  • the approvals solicited for the urbanism certificate

  • fiscal certificate obtained from the Local Finance Direction

  • sanitation contract with a licensed operator

  • proof of legal taxes payments


Obtaining the urbanism certificate for information

  • form ( fully filled) for obtaining the urbanism certificate

  • topographical or cadastral plan scale 1:500, 1:2000 with the Cadastre and Real Estate Publicity Office visa – with identification of the real estate ( land and/or construction)

  • Topographical  or cadastral plan scale 1: 2880 or 1:10.000 by case, with city limits demarcation

  • proof for detaining the real estate ( land book extract, other legal documents)

  • Payment document for the tax for obtaining the urbanism certificate for publicity

  • form ( fully filled) for obtaining the urbanism certificate

  • location photography and/or panel proposal – firm and dimensions specifications

  • receipt for the board multiplication and/or situation plan with the positioning of the emplacement

  • Payment document for the tax for obtaining the urbanism certificate


Obtaining the urbanism certificate for construction/demolition works authorization

  • form ( fully filled) for obtaining the urbanism certificate

  • topographical or cadastral plan scale 1:500, 1:2000 with the Cadastre and Real Estate Publicity Office visa – with identification of the real estate ( land and/or construction)

  • topographical  or cadastral plan scale 1: 2880 or 1:10.000 by case, with city limits demarcation

  • proof for detaining the real estate ( land book extract, other legal documents) maximum one year old

  • situation plan scale 1: 500 fulfilled by the architect ( where this is the case)

  • payment document for the tax for obtaining the urbanism certificate

  • copy of Identity Card/ Registration Number


Obtaining the urbanism certificate for technical-municipal networks

  • form ( fully filled) for obtaining the urbanism certificate

  • copy of Identity Card/ Registration Number

  • topographical  or cadastral plan scale 1: 2880 or 1:10.000 by case, with city limits demarcation ( where this is the case)

  • proof for detaining the real estate ( land book extract, other legal documents)

  • contractor technical solution

  • situation plan scale 1: 500 fulfilled by a network technical designer

  • payment document for the tax for obtaining the urbanism certificate


Obtaining the construction/demolition authorization

  • form and annex properly filled

  • copy of Identity Card/ Registration Number

  • copy of the urbanism certificate

  • proof for the right to construction/demolition – legalized copy

  • cadastral plan with the Cadastre and Real Estate Publicity Office visa

  • proof of register with the Romanian Architects Chamber

  • proof of legal taxes payments

  • technical data and adjoining approvals

  • specific approvals needed for the urbanism certificate, obtained by the solicitor

  • project for the authorization of construction/demolition works


Obtaining the construction authorization – publicity

  • form and annex properly filled

  • copy of Identity Card/ Registration Number

  • copy of the urbanism certificate

  • proof for the right to construction/demolition – legalized copy

  • situation plan for the positioning of the emplacement

  • proof of the submission of the declaration for determining the posting tax

  • proof of legal taxes payments

  • specific approvals needed for the urbanism certificate, obtained by the solicitor

  • project for the authorization of construction/demolition works - publicity


Obtaining the authorization for construction/demolition works for technical-municipal networks

  • form and annex properly filled

  • copy of Identity Card/ Registration Number

  • copy of the urbanism certificate

  • proof for the right to construction/demolition – legalized copy

  • cadastral plan with the Cadastre and Real Estate Publicity Office visa

  • proof of legal taxes payments

Obtaining the MUTAC consultative approval for elaborating urbanism and territory improvement – DUP (Detailed Urbanism Plan), ZUP (Zone Urbanism Plan), GUP (General Urbanism Plan)

  • form soliciting the consultative approval

  • proof of payment of the consultative tax established through City Council Decision

  • urbanism certificate ( not mandatory)

  • property act

  • cadastral plan  including the neighbor properties and mentioning the juridical situation of the land and neighbor properties, with Bihor Cadastre and Real Estate Publicity Office visa

  • technical documentation fulfilled, signed and stamped in original by the urban planner/architect with RUR signature right which contains:

    • zone establishment plan

    • existent situation plan preferably on cadastral support

    • urbanism intervention proposal plan containing accessibility/circulation solutions

    • any other plans which the beneficiary/designers consider necessary for sustaining the urbanism intervention proposal

  • electronic plans (.pdf, .jpg) on CD or e-mailed to the address gis@oradea.ro (transmitted on the day of the submission of the documentation with referral to the registration number)

The documentation is registered in two copies.


Emitting the MUTAC approval on urbanism and territory administration DUP (Detailed Urbanism Plan), ZUP (Zone Urbanism Plan), GUP (General Urbanism Plan)

  • form soliciting the approval

  • proof of payment of the MUTAC approval tax established through CCD

  • proof of payment of the RUR tax

  • urbanism certificate

  • property act and/or proof of construction right

  • cadastral plan in accordance with the property act and/or proof of construction right with Bihor Cadastre and Real Estate Publicity Office visa

  • Proof for undertaking the stage regarding the intention for elaborating a ZUP in accordance with Local Regulation approved through CCD 161/16.03.2011.

  • Topographic/ cadastral documentation for the studied zone, with explanation of the juridical situation through proofing acts.

  • opportunity approval

  • approvals needed for the urbanism certificate*

  • technical documentation fulfilled, signed and stamped in original by the urban planner/architect with RUR signature right according to Law 350/2001 regarding territory administration and urbanism, with all subsequent modifications and amendments, and the framework contained for each category of urbanism documentation established through order emitted by the correspondent ministry.

  • electronic plans ( both in .pdf, .jpg formats and in vectorial forma in coordinates system STEREO 1970 - .dwg) on CD or e-mailed to the address gis@oradea.ro ( transmitted in the day of the day of the submission of the documentation with referral to the registration number)

Emitting the MUTAC approval for obtaining an construction authorization – CA

  • form soliciting the MUTAC approval

  • proof of payment of the MUTAC approval tax established through CCD

  • urbanism certificate

  • property act and/or proof of construction right

  • cadastral plan in accordance with the property act and/or proof of construction right with Bihor Cadastre and Real Estate Publicity Office visa

  • Topographic/cadastral documentation for the studied zone, with explanation of the juridical situation through proofing acts.

  • technical documentation fulfilled, signed and stamped in original by the urban planner/architect with signature right containing:

    • zone establishment plan

    • existent situation plan preferably on cadastral support

    • proposal plan

    • any other plans which the beneficiary/designers consider necessary for sustaining the architectural image proposals ( photographs, zone studies, risk studies …)

  • for entering into legality

    • establishment transcript

    • proof of fine payment

    • establishment photographs

  • electronic plans (.pdf, .jpg) on CD or e-mailed to the address gis@oradea.ro ( transmitted on the day of the submission of the documentation with referral to the registration number)

Emitting the preliminary opportunity approval for the ZUP (Zone Urbanism Plan)

  • form soliciting the opportunity approval

  • proof of payment of the MUTAC opportunity approval  tax, established through CCD

  • copy of the urbanism certificate

  • property act and/or proof of construction right

  • cadastral plan in accordance with the property act and/or proof of construction right with Bihor Cadastre and Real Estate Publicity Office visa

  • establishment study

  • technical documentation fulfilled, signed and stamped in original by the urban planner/architect with signature right containing:

    • zone establishment plan

    • existent situation plan preferably on cadastral support, with the neighboring properties

    • any other plans which the beneficiary/designers consider necessary for sustaining the opportunity study proposals

  • electronic plans (.pdf, .jpg) on CD or e-mailed to the address gis@oradea.ro  ( transmitted on the day of the submission of the documentation with referral to the registration number)

A Magyar Urbanisztikai Társaság pályázatot hirdet főiskolák és egyetemek urbanisztikai és ahhoz kapcsolódó témájú szakirányán végző alap- és mesterképzésben résztvevő hallgatók kiemelkedő szakdolgozatainak/diplomaterveinek díjazására. Határidő: 2017. október 31.
A Kárpátaljai Magyar Kulturális Szövetség Ifjúsági Szervezet fotópályázatot hirdet vidékünk épített örökségei témakörben.
A Holnap városáért Díj a helyi közösségek, helyi emberek követendő példáira hívja fel a figyelmet. Arra ösztönözve őket, hogy megvan minden képességük és készségük arra, hogy jobbra, szebbre törekedjenek. A pályázatokat május 30-ig lehet regisztrálni.
A Magyar Urbanisztikai Társaság és az ICOMOS Magyar Nemzeti Bizottság Egyesület meghirdeti a Köztérmegújítási Nívódíj 2016 pályázatot.
A pályázatok beküldési határideje: 2017. június 18. (éjfél).
A HAJDU Cégcsoport árbevétele 2015. évhez hason­lóan 2016-ban is 13,5 mrd Ft volt.
